Moore concentrates his law practice, McLaughlin and Quinn, LLC, in the areas of tax and non-tax planning and compliance with respect to real estate transactions, and corporate, partnership and LLC transactions. In particular, through his own law firm and All States 1031 Exchange Facilitator, LLC, a qualified intermediary owned by him, Moore advises clients throughout the United States on a daily basis regarding the structure of 1031 exchanges and assists in effectuating the same. |
Moore received his B.S. degree, cum laude, from the University of Texas – Dallas, his J.D. degree from Pepperdine University, and his LL.M. degree (Masters of Law) in Taxation from New York University. Moreover, he was honored by the Rhode Island Society of CPAs with the KPMG Peat Marwick award for the highest score on a composite of the Uniform CPA Examinations in Rhode Island. He has addressed the Boston Tax Institute on federal real estate tax issues, the Massachusetts Society of Public Accountants on the Massachusetts LLC Act and related tax law, and the Rhode Island Society of CPAs on the income, gift and estate tax issues surrounding business valuations, in addition to many seminars throughout New England on 1031 exchanges. Moore is admitted to practice as an attorney in Rhode Island, Massachusetts and California, as well as before the U.S. Tax Court and is admitted as a CPA in Rhode Island. Moore is also a member of the Federation of Exchange Accommodators (FEA), the national trade organization of section 1031 qualified intermediaries. Due to Moore's active leadership with the Federation of Exchange Accommodators, the FEA appointed him to chair its National Small Business Resource Committee.
Moore oversees the day-to-day operations of All States 1031, while managing his own law firm in Boston and Providence where his clients are typically real estate investors, owners and developers. His CPA background allows him to understand the intricacies of the tax law, while at the same time he interacts with clients on a personal level, building their trust and confidence in him. As a founder of All States 1031, Moore understands the importance of earning the trust of each individual he encounters, a lesson learned in over a dozen years of practice.
In his spare time, Moore likes to spend time with his wife, Lisa, and two sons, Franklin and Andrew, playing and tending to his Texas-style smoker, tracing his Texas roots back several generations. In addition to spending time with his family, Moore is an avid saltwater fisherman, particularly chasing the striped bass throughout the waters off Rhode Island and Cape Cod.

Alexandra has been the Vice President of All States 1031 Exchange Facilitator, LLC since 2005. All States 1031 is a Qualified Intermediary with decades of experience structuring billions of dollars worth of like-kind exchanges of real estate and personal property on a nationwide basis. In her role as Vice President, Alexandra works in the Boston and Providence offices for All States 1031 and travels extensively to teach education seminars on 1031 tax-deferred exchanges to real estate investors and their professionals.

The All States 1031 Exchange Seminar can be taught at private office seminars or for continuing education credits and the length of these seminars can be flexible. As a marketing specialist, Alexandra has helped All States 1031 to distinguish itself as an educational leader in the Qualified Intermediary industry. She seeks out various marketing and sponsorship opportunities for countless Realtor, Accountant, and Attorney associations and events to promote the numerous educational resources that All States 1031 has to offer. Alexandra is also a member of the Federation of Exchange Accommodators (FEA), which is the national trade organization for Qualified Intermediaries (QI). The FEA upholds the highest moral and professional standards for the QI industry, as well as providing guidance and educational updates to its members.
Alexandra shows her support for the real estate community by serving on several committees and being an active affiliate member of the North East Association of Realtors®, Massachusetts Commercial-Investment Council, Greater Fall River Association of Realtors®, and the Rhode Island Commercial-Appraisal Board of Realtors®. Alexandra is particularly active as an affiliate member of the Northern Massachusetts Commercial-Investment Board of Realtors® (NM-CIBOR) and was unanimously voted onto their Board of Directors because of her extensive involvement with the group and her continued support of their ideals and continuing education programs. Furthermore, Alexandra is the Chairperson of the NM-CIBOR Education Committee, as well as serving on their REALTOR® of the Year Committee.
Other associations that Alexandra and All States 1031 consistently support include: the Rhode Island Association of Realtors®, Massachusetts Association of Realtors®, Greater Boston Real Estate Board, New Hampshire Commercial-Investment board of Realtors®, the Real Estate Cyber Space Society, the Real Estate Bar Association, RI, MA, FL, and CA Bar Associations, Massachusetts Society of CPAs, Rhode Island Society of CPAs, and AICPA.
Alexandra received her B.A. degree, cum laude, from George Washington University in Washington D.C. She was born in Canada, but has spent most of her life in Rhode Island. In her spare time, Alexandra enjoys the arts, traveling, sailing, skiing, and horse-back riding.
